ridiculous point of view: don't let winners participate because they make it impossible for us to win.
I know that rules of several GDs are just like this, but I think it's a bad choice - both for the hobby and for the quality and general level of the event.

at least she wasn't banned as during moscow gd a year (or maybe 2 years now ) ago

there are some nice works, and I think some of them are better than winning piece.
Still, I wouldn't say it is not a deserved win.

no golden demons in Moscow. She was banned in some local painting competition (for begginers?). It was just not her league...
